I WAS WONDERING IF THE LANDLORD IS REQUIRED TO HAVE THE CARPETS CLEANED AFTER OLD TENANTS MOVED OUT. THE CARPET IS BADLY STAINED AND SMELLS OF DOG REAL BAD.

Most likely there is a clause stating that you are accepting the unit "as is" in your lease. Check to make sure. This means you accept the stains and the dog smell. Were you provided with a move-in inspection sheet? Did the landlord agree to fix anything on that sheet? If no to any of these questions, not sure how to help you.
